The PfP was launched by the January 1994 NATO Summit to establish strong links between NATO, its new democratic partners in the former Soviet bloc, and some of Europe's traditionally neutral countries to enhance European security. The PfP provides a framework for the enhanced political and military cooperation for joint multilateral crisis management activities, such as humantitarian assistance and peacekeeping.

  - -        The mission of PIMS is to enable efficient reliable information exchange between PfP countries and the NATO community a key first step in the orderly process of incorporating Partners into NATO initiatives. PIMS will facilitate the rapid communications and coordination required to support individual PfP objectives as well as the overall goals of the PfP Program. By extending econo- mical communications connectivity and an automated means for common access to information, PIMS will help support an envior- nment conducive to multinational cooperation in Europe. PIMS is  a US bilateral program which supports the strengthening of US- Partner relations and PfP mission enhancement through Informa- tion Technology. The Program was established on the premise that each Partner has relevant and pertinent information to contri- bute and is also in the best position to determine its own infor- mation requirements. Collaborative database development provides a practical approach towards leveraging information resources for the benefit of all users and future coalition partners.
